Very justified, I am writing to present my case calling for your Immediate resignation.
You command over a PNHQ operation rampant with misconduct & neglect of duty – some to corrupt/serious level! As you had 173 ‘invitations’ from me since 16 August 2021(!) to address this terrible situation & ignored all of them(!), well past time for you to take responsibility by immediately resigning. In hindsight, I have given you & PNHQ personnel 18+ months too long to do right thing/find some common sense/get their act together.
I have written evidence to confirm all of my following claims. To avoid repetition, some of the corruption and serious misconduct & neglect of duty of person x is mentioned in person y’s section who also engaged in the same behaviour. As PNHQ personnel refuse to engage in discussions like reasonable adults with empathy, integrity, professionalism & respect (Police’s so-called values); several OIA requests were required to discover what they did/not do. Since mid-2023, Police’s OIA response team has gone silent on me – they realise responding to my case related OIA requests will expose yet more corruption and serious misconduct & neglect of duty!
While the following reading is very bad, because I have minimized the emotions, it significantly ‘under-explains’ my actual experience! I have literally spent MANY WEEKS writing 39 up to 7 pages (several 4-5 pages) ‘how to move forward’ proposals, only for PNHQ personnel to IGNORE 70% of them! The TOTAL absence of PNHQ personnel to ‘take just minutes’ to be solution orientated pursuing justice being served on the criminals is SHOCKING. Instead, they MUCH preferred to ‘waste hours’ debating/trying to rewrite the past – the past is the past, it’s gone/over, the only thing that really matters is where-to-from-here.
ESSENTIAL NOTE: At end of this complaint letter are screenshots of 2 emails. Totally frustrated with Integrity & Conduct (I&C) & International Services Group’s (ISG) corruption and serious misconduct & neglect of duty, on 19 May 2024 I found Europol’s Executive Director email address on an unofficial website. (Zero apology for badmouthing NZ Police in that email – I was very restrained) Just 6 business days later, Europol confirmed they would review my case report 🙂
So, in Just 6 business days, I alone achieved more progress than your extremely bad I&C and ISG personnel had in nearly 3.5 looong & unnecessarily stressful years at that point! Resolving this issue was So Easy/Simple, yet super stubborn I&C and ISG ‘dug in their heels’ for years for NO valid reason! Greg Cramer, Jason Guthrie, Liam Clinton, Michael Rusbatch, (Nic Thom), Paul Hamlyn & Steve Dunn are Disgraces to the badge & should not be in policing!! Every police college graduate during their first day on the job could have very easily done a much better job than these 6/7 veterans!
When my crime report was lodged in January 2021, I reasonably expected its very simple Euro/Interpol referral would be properly completed by Police within 3 months. 5.5 years later & am no closer to such referral than was in January 2021 – while a ‘swamp’ of PNHQ corruption and serious misconduct & neglect of duty has been exposed!
Brief Background
On 28 January 2021, via Police’s information portal, I lodged an 89 pages report about a $US16.37M fraud. As the criminals were European based, I very simply requested Police properly refer my report to Euro/Interpol or – if that was inappropriate for a valid reason – to the European Countries’ Police (which non-citizens, like me, cannot access).
My report was initially allocated to Sue Cumpstone, Acting Sergeant, Wellington Central. 3+ months later, on 7 May, I lodged a complaint about Cumpstone’s non-responsiveness & my 6 non-responded escalation attempts. An unknown-to-me PNHQ ‘genius’ referred my Cumpstone complaint straight back to Cumpstone! Instead of ‘taking onboard’ my complaint, Cumpstone decided to ‘teach me a lesson’ by “filing your report for informational purposes only”!
It took me 3 months to get my 89 pages report out of PNHQ’s ‘rubbish bin’. Liam Clinton of ISG started his involvement with my case on 30 July 2021. This is when the corruption and serious misconduct & neglect of duty experience began!
Since 28 January 2021, my only requirement of PNHQ was for just one responsible personnel to confirm with Euro/Interpol their interest in pursuing the case. As you read the following experience overview, keep in mind:
– the sheer simplicity of this task. A very simple task set off an ‘avalanche’ of PNHQ personnel corruption and serious misconduct & neglect of duty over the next 5.5 years!
– time & time again I requested PNHQ personnel the same thing in terms of progressing my case with Euro/Interpol or the European Countries’ Police. Time & time again, all of those personnel ignored/refused to even discuss my request!
Beside each personnel’s name is my disciplinary action recommendation. With those personnel to receive a written warning &/or redeployment, unless I comment otherwise, I expect Police will also consider whether a demotion is justified. (I do not have the knowledge of Police ranks & expectations of each to comment with ‘authority’ on most of these personnel)
Not a single one of the numerous personnel I requested complaint investigation assistance responded to me! If any of them have taken action – unlikely – & not informed me, I do not accept any disciplinary leniency. If they had responded, I would have been able to focus my attention on the people or Unit they had referred my complaint. By not informing me of their action, they left me to ‘fish the entire Pacific Ocean with a single rod’! Saying anything like “I didn’t tell Mr Flanagan because I didn’t want him to bother x” is unacceptable – better I ‘bother’ 1 person/Unit than, otherwise, 15 people! Informing me of their action would have slightly enhanced my ‘bargain basement’ perception of Police.
My disciplinary action recommendations are not too severe. As I have proved above, properly referring my case to Europol was So Damn Easy/Simple! Yet, month after month PNHQ constabulary after PNHQ constabulary refused to do so for no valid reason! Yet, month after month PNHQ constabulary after PNHQ constabulary gave me the deceitful & evasive runaround! A core component of several mentioned PNHQ constabulary’s role is to enhance or at least preserve Police’s public image – yet they did not do so! A core component of several mentioned PNHQ constabulary’s role is to ensure their subordinates perform at a satisfactory level & address when they do not – yet they did not do so!
Dismissing several PNHQ constabulary for ‘just’ not doing an extremely easy/very simple task is not too severe. Their ‘small’ misconduct & neglect of duty had ‘big’ consequences. Ultimately, refusing to perform a mere 15 minutes task meant Europol – as they should have been able to – did not have the opportunity to start pursuing my case in the first half of 2021!
As all/most of the main PNHQ ‘offenders’ who so badly mismanaged my very simple case are Police veterans, they will have a large collection of misconduct & neglect of duty over the decades/years! Because PNHQ constabulary cover up & overlook each other’s misbehaviour, as in this experience, it won’t be officially recorded! Yet they know their avoidable misconduct & neglect of duty has poorly ‘let down’ many members of Public throughout their careers!
Hopefully, their ‘run of luck’ has finally come to an end 🙂 This time they deliberately let down someone who was super determined to try his hardest to see justice served. Someone who was not prepared to say “Oh well, I tried a bit with Police but they botched it up – time to quietly move on”. I even informed the main PNHQ offenders I was not ‘going away’ until all reasonable justice avenues had been ‘exhausted’ – still their misconduct & neglect of duty persisted!
By dismissing the disgraces to the badge who should not be in policing, provide some ‘service’ to their many past & future Public victims.
