New Zealand Police Commissioner does not ‘walk his own talk’ – talks ‘good’ game only!
Richard Chambers became New Zealand Police Commissioner on 25 November 2024. On his first day, I was delighted he outlined one of his high-level priorities was “Leadership – that is accountable, connected, supportive & visible”. I was also delighted he said “Police are not always going to get it right. So long as we learn from those experiences & focus on being better, we have the right approach”.
My delight was premature & subsequently unwarranted!
On 20 November 2024, “IMPORTANT: Required PNHQ Disciplinary Actions” emailed my complaint about widespread Police Headquarters (PNHQ) personnel’s corruption -as defined by the Police manual – and serious misconduct & neglect of duty to Chambers; requesting “I look forward to your timely – by 13 December – commitment to follow through on my recommended disciplinary actions”.
Despite 7 follow-up emails, zero response from Chambers.
In March 2025, frustrated with Chambers’ non-response, couriered a physical copy of my Police performance complaint – marked “Personal/Private: To be opened by Richard Chambers Only”. Courier company confirmed my package was delivered on 17 March.
The following covering note accompanied the complaint.
Widespread PNHQ Corruption and Serious Misconduct & Neglect of Duty
Attached is a complaint I have been unsuccessfully (via email) trying to bring to your attention since 20 November 2024!
The complaint overviews widespread PNHQ corruption and serious misconduct & neglect of duty I have experienced since lodging an 89 pages report on 28 January 2021 about $US16.37M (which probably subsequently increased to $US1.045B) fraud. As the criminals were European based, I very simply requested Police properly refer my report to Euro/Interpol or – if that was inappropriate for a valid reason – to European Countries’ Police (which non-citizens, like me, can’t access).
I reasonably expected very simple Euro/Interpol referral would be properly completed by Police within 3 months. 4.5 years later & am no closer to such referral than I was in January 2021 – while a ‘swamp’ of PNHQ corruption and serious misconduct & neglect of duty has been exposed!
It has been a shocking experience as to how many obstructive people have been repeatedly unwilling to take just 1 minute to forward this performance complaint to you, including:
– as identified in the complaint, numerous (senior) Police personnel! …
As you will see, I updated the complaint with more misbehaviour 13 times! Had … numerous (senior) Police personnel … taken very simple action in a timely manner; some of the named Police personnel would not have been exposed. All of these people were a disservice to Police!
As overviewed in the complaint, you definitely have some rogue (vindictive) personnel within PNHQ who are a disgrace to Police:

– Integrity & Conduct unit, who blocked me from activating their Public complaint process!
– Jason Guthrie
– Liam Clinton
– Megan Winch
– Paul Hamlyn
– Steve Dunn
As it is non-debatable Police have a huge PNHQ escalation & resolution problem, I recommend a “Service Accountability & Resolution” Deputy Commissioner be appointed to the Executive Team. Nobody should again ever go through the Police ‘nightmare’ I have over the last 4.5 years. This Service Accountability & Resolution Deputy Commissioner appointment should avoid such nightmares reoccurring. Another benefit of this appointment is the public declaration Police are committed to improving their service performance.
I look forward to your timely commitment to follow through on my recommended disciplinary actions. If you legally require my evidence to demote & dismiss personnel, willing to provide.
Despite another 68 follow-up emails, zero response from Chambers. As of today – nearly 1.5 years later, still no response or action from Chambers or any of his subordinates.
Chambers did Police & the Public a disservice by ignoring my significant performance complaint in November 2024. Then, it was ‘only’ 26 pages in length. Now, it is 64 pages. Chambers’ neglect of duty meant another 38 pages of Police corruption and serious misconduct & neglect of duty over an additional nearly 1.5 years was exposed & remains unaddressed!

The previous Police Commissioner Andrew Coster on completion of his sorting gang problem up north, was preparing to leave his present position in police. However, as a Psychic medium, Spirit assured me Andrew Coster was set-up by those corrupt in the hierarchy of NZ government and police and replaced by the corrupt Richard Chambers, who was to help me get my $4.5millNZD to me from 4 Australian cold cases, which has been withheld from me by those corrupt in NZ since 2022. At the time, Police Commissioner Richard Chambers, Spirit informed me, / thought he should have a cut of my money, so blocked me/ not realising I was going to give him a gift of 20K. But because he illegally withheld my personal payout from Oz Police, today, Wednesday 15 April 2026, I have never had any contact from NZ police except for a ref no. LD013037066 to me by Picton Police when I phoned them years back to report DA Holland, ex police and then private eye was that day, planning to catch ferry Picton to Wellington wharves in possession of my money which included his small amount from sale of home 413 Main Road, Hope, Tasman. Picton police rang Wellington police and officers were waiting at both wharves, arrested him and brothers, found money where Spirit informed me was welded under bonnet of his long, white classic car, which was going to be stored until all died down. Picton police sent me my deposit slip twice through courier company but both couriers, female then male knew what was in courier envelope and each were caught, fired then I have old journal notes about the ensuing years of where the deposit slip was and police stations in Nelson and Richmond where when contacting them, there was no record of any deposit slip, but Spirit also told me about the Cover-up in police re my monetary property. I am still waiting at 75 years old and an adult daughter with controlled by medication – Leukaemia and numerous criminals around us contaminating our food and entering our house-Flats illegally, harming pet dog while all at work and damaging vehicles etc. and just read Richard Chambers asked to stand down, like Mark Mitchell was, and didn’t either. Spirit told me two years back they could no longer help me, that it was now up to police. What police? I put online a request to NZ police HQ and Spirit said, “That long U-Tube Search letter you typed to NZ Police HQ, has-been noted and is being looked into. Certain people in Police have noted your ongoing but unsuccessful attempts to gain your personal monetary property and are now looking into why you have never received it. Give them a bit more time and we in the Spirit World see you finally receive that which is yours and the people blocking you constantly over time, will have to answer for their behaviours, so sit back, relax and all comes.” I hope so.
