Police Association
As long as they pay their fees, the association covers up members’ corruption and serious misconduct & neglect of duty! On 17 December 2023, I started emailing Chris Cahill & Harley Dwyer “I am requesting you bring to Andrew Coster’s attention my attached 11 October letter. Surely, police would prefer to resolve this Woeful performance privately than in the Public arena”. Over time; I added emailing Emily Nixon, Erica George, Jane Young, Paul Ormerod & Steve Wyatt. Despite 24 follow-up emails, not a single indication my letter was brought to Coster/Chambers’ attention or response from any of them.
Had Cahill (or any of his 6 colleagues) taken very simple action in January 2024, as he (they) should have, a further 24 months of PNHQ corruption and serious misconduct & neglect of duty would not have been exposed.
On 17 June 2025; emailed Cahill (ccing Dwyer, George, Nixon, Ormerod, Wyatt, Young & Greg Fleming, National Secretary) “Look forward to your confirmation This week you have brought the attached performance complaint to richard chambers’ Direct attention 🙂 That SMALL action on your part Should be the return start of my Happy policeLess life of 4+ years ago :)”. Despite 16 follow-up emails (last 8 marked “IMPORTANT & URGENT”), not a single indication my letter was brought to Chambers’ attention or response from any of them.
Cahill’s (& Watt’s) negligence since December 2023 has been a huge disservice to Police! At that time, this complaint was only 14 pages in length – now, it has ‘ballooned’ to 60 pages! An extra 46 pages of PNHQ’s corruption and serious misconduct & neglect of duty has been exposed by Cahill’s ($ Watt’s) negligence since December 2023!
On 25 August, frustrated with Cahill (and Dwyer, Fleming, George, Nixon, Ormerod, Wyatt & Young) non-response, emailed employment.issues@policeassn.org.nz “IMPORTANT. Appreciate you arranging for my attached performance complaint to be investigated/reviewed by police. REALLY look further to your confirmation :)”. Despite 10 follow-up emails, no response.
On 14 October, “IMPORTANT: Appreciate you arranging for Police to investigate/review my attached performance complaint” emailed Bryan McConnell, Craig Tickelpenny & Liz Gooch. Despite 3 follow-up emails, no response.
(The Astonishing Dishonesty of Chris Cahill)
On 16 October, “As new president-elect, look forward to your confirmation have arranged for police to investigate/review the attached performance complaint &/or brought it to richard chambers’ Direct attention” emailed Steve Watt. Despite 5 follow-up emails, no response.
Watt had the audacity to give this ‘pearls clutching’ radio interview, while knowing for the best part of 2 years Police Association have covered up my widespread PNHQ corruption & serious misconduct & neglect of duty complaint!
Watt’s interview was particularly delusional from the 5 minutes mark
– “Public can be reassured police are working really hard”. In 5 years, I couldn’t find a ‘working’ (let alone really hard) PNHQ constabulary!
– “Public can have absolute faith/trust in our members/police”. Hell no with PNHQ constabulary!

Watt had the audacity to make this Association magazine statement while knowing for 2 years Police Association have covered up my widespread PNHQ corruption & serious misconduct & neglect of duty complaint!
– “what is clear is such behaviour is not a fair reflection of the integrity & dedication of our 15,000 members” – VERY Wrong! In 5 years of dealing with many pnhq personnel, I could not find a single constabulary with integrity – Not even in the integrity & conduct unit!
– “culture of all officers & Police staff is not the issue” & “It is right for Public to question culture of top brass, but I do not accept rest of Police should be tarnished with same brush” – VERY Wrong! Watt well knows Police has a tribal culture which values loyalty over integrity (with Police having the gall to claim integrity is one of their values)!
– “My priorities… include… commitment to maintaining trust in association… holding Police leadership to account”. While having done ABSOLUTELY NOTHING for 2 years about my widespread pnhq corruption & serious misconduct & neglect of duty complaint! ‘Okay’
Jarrod Gilbert of Independent Research Solutions
Despite being a Police College Wing Patron, yet another police “service” idealist Gilbert covers up Police personnel’s corruption and serious misconduct & neglect of duty – he’s not interested in ensuring new personnel join a ‘better’ Police organization/improving Police’s performance! I emailed him on 5 February 2024 – received “Terribly sorry to hear you have problems but I have a different view of Police Commissioner. I have always found him to be excellent in his job & a really good bloke” 20 February response.
Despite 20 “As it looks like you should be able to break through the ‘dam of silence’ surrounding him, having ignored my numerous pleas for help since August 2021!, I’m requesting you bring to “really good bloke”’s attention my 11 October letter – so, he can see the “excellent job” of his headquarters personnel! Surely, police would prefer to resolve this Woeful performance privately than in the Public arena” follow-up emails, not a single indication my letter was brought to Coster’s attention or response from him.
With just 2 minutes effort in February, Gilbert could have stopped this issue still remaining unresolved 24 months later.
Jonathan Ayling of Free Speech Union (FSU)
Despite being a freedom of speech advocate & having worked with Coster, Ayling was not prepared to take just 2 minutes to facilitate my freedom of speech. I emailed him on 24 April 2024 – received “We won’t be doing anything with this letter” response. Despite 14 “As you’re able to break through the ‘dam of silence’ surrounding coster, which I have been Shockingly unable to do since 11 October, appreciate you taking just 2 minutes to facilitate my freedom of speech by bringing to his attention my letter – look forward to your confirmation :)” follow-up emails, not a single indication my letter was brought to Coster’s attention or response from Ayling.
With just 2 minutes effort in April, Ayling could have stopped this issue still remaining unresolved 21 months later.
On 11 April 2025, I “As (facebook post url), next Tuesday, your team will be meeting with Deputy Police Commissioner responsible for training. So; it will be VERY Easy for you to print out the attached document, put it in a sealed envelope marked “Private/Personal: To be opened by Richard Chambers only” & give it to the Deputy Commissioner 🙂 Thanks HUGELY in anticipation :)” emailed Ayling. Despite 2 follow-up emails, zero response. The only free speech Ayling supports is his type of free speech!

In August 2025, Ayling resigned from FSU.
On 23 April 2026, a media article prompted me to recontact FSU.
On 29 May, after 6 follow-up emails, received “What are you hoping FSU can do for you? Once we have this information, we’ll be in better position to assess how we might be able to support you” response. Immediately responded “Would LOVE your assistance to bring Public exposure to 1 or 2 appropriate aspects of my attached government &/or police experiences 🙂 ”
