Other NZ Police Personnels’ Misconduct & Neglect of Duty

Redeployment & Final Warning – Jimi McGrogan, Inspector, Professional Conduct 

On 13 May 2021; McGrogan illogically sent Interpol Wellington (IW) some of my ‘disjointed’ – i.e. not portraying end-to-end understandable ‘story’ – emails, instead of my 89 pages report, to review! So, of no surprise, IW concluded “We can’t identify the criminals & nature of the crime”.

To make matters worse, McGrogan did not have the professionalism to inform me of this ‘review’! I only found out when it was coincidentally mentioned in a 14 April 2023 OIA response. So, due to McGrogan’s lack of professionalism, nearly 2 years to make progress was lost! If he had the elementary professionalism to inform me of IW’s ‘review’ at the time, my response would have been “The first 3 pages of my report clearly identify the criminals and the 4th & 5th pages summarise the crime. As all the details IW need are in my 89 pages report, please provide it to them for a proper review”.  

At the end of May 2021, McGrogan became aware I had lodged an IPCA complaint about PNHQ’s woeful case mismanagement. Considering the complaint was waiting to be allocated to an IPCA reviewer, being in “Professional” Standards, it was a great opportunity for him to be appropriately professional by saying “Let me have a look at your complaint & see if I can resolve it”. (If he could have resolved it, with the timely pursuit of justice being my main interest, I would have MOST happily withdrawn my IPCA complaint) Instead, McGrogan emailed me “We wait for the IPCA to provide direction about what it intends to do with the complaint”!

On 1 June; emailed McGrogan 3 pages “I would ‘love’ to be in position to email IPCA “As matter has now been satisfactorily resolved with Police, I withdraw my complaint” letter – outlining simple path forward/resolution (repeating above suggestion to Hamlyn). McGrogan did not have professionalism to respond.    

Confirming himself as surely one of the most unprofessional Police personnel, defies all logic he is a member of the “Professional” Conduct unit! It is no wonder the performance of PNHQ personnel is so woeful when one of the staff assessing their standards is so unprofessional! So, McGrogan needs to be redeployed to a department which has nothing to do with personnel performance – never again should he be appointed to such a role.   

Verbal Warnings – Gail Cooper, Gemma Crook – Executive Assistant, James McKay, Natalie Deans – Executive Assistant, Sue-Alan Sullivan & Terriann Randle

At the beginning of October 2023, sent them 4 emails very simply requesting the contact & identification details of the next 2 people in the chain of command above Dunn. Despite being a mere 3 minutes task, not a single response from any of them. I even gave them a “LAST CHANCE” on 5 October, to avoid being named in this complaint – still, they all remained silent!

As these personnel were not involved in my case until this point, they had no idea (from me) why I was requesting those details (not that I should be required to provide any justification). So, even though it was a ‘customer service’ request at the most basic of levels, still they refused via ignoring to provide details – even though I warned them such non-action would be potentially detrimental to their careers!

On 16 November 2023, frustrated with the non-response from Coster/Office, “Requesting you bring to Andrew Coster’s attention my attached 11 October complaint. Surely, police would prefer to resolve this Woeful performance privately than in the Public arena” emailed these personnel. Despite 21 follow-up emails (26 in Clausen’s case), not a single indication my letter was brought to Coster’s attention or response from any of them

This experience maybe best illustrates PNHQ personnel’s arrogant, irresponsible & very dysfunctional culture of hating all forms of accountability. Some of these 31(!) personnel are senior personnel and/or work in Communications & Human Resources units – yet, they still did not do anything to prevent the possibility of this complaint being shared with the media or take any action! Even though I showed them proof was getting initial media interest in my name & shame PNHQ experience story, still no action! Astonishing these personnel have zero interest in protecting the Public reputation of Police.

Written Warning – Cas Carter, Communications & Media Executive Director

On 2 April 2026, a media interview prompted me to send the below email to Carter.

Despite 3 follow-up emails, no response.

Even the Communications & Media Executive Director has zero interest in protecting the Public reputation of Police, while having the shameless gall to say to the Media “media & communications team work hard to lift public trust & confidence by being transparent, authentic & consistent”!

Dismissal/Final Warnings – Donna Laban – Senior Professional Conduct Manager, Jenny Catran – Employment Relations Director, Mal Schwartfeger – Employment Resolutions Specialists Manager & Stacey Coe – National Manager Employment Resolutions

These personnel are a subset of the above group. As their (& potentially others in the above group) roles are employment relations/resolutions & professional conduct related, stronger disciplinary action is appropriate.

Final Warning – Richard Bourne, Senior Investigator, National Integrity Unit

On 17 November 2023, “I am requesting you bring to Andrew Coster’s attention my attached 11 October complaint to him. Surely, police would prefer to resolve this Woeful performance privately than in the Public arena” emailed Bourne. Despite 26 follow-up emails, no response.

On 24 September 2024, confusing him with the similar surname (Richard) Briscoe, I requested human YouTube contact details to get my channel reinstated so the case exhibit evidence videos could be viewed again. Despite 13 follow-up emails, no response.

On 30 October 2025, “VERY IMPORTANT: As National Integrity Unit senior investigator, I look forward to your confirmation you have arranged for Police to investigate/review my attached performance complaint 🙂 ” emailed Bourne. Despite 2 follow-up emails, no response.

Despite being a Senior Investigator in the National Integrity Unit, Bourne was not willing to provide policing 101 level assistance with 2 really small acts (just 5 minutes effort) with potentially large impact results! Bourne has shown no integrity (or professionalism) – despite being a member of a such called unit.

Final Warning – Richard Briscoe, Detective Sergeant, Cybercrime Unit

Upon discovering Briscoe is a Cybercrime Investigator – relevant position for this case, on 17 December 2023, sent him my crime report & requested Euro/Interpol or European Police referral. Also, Briscoe will have human YouTube contacts to get my channel reinstated so the case exhibit evidence videos (which are not backed up elsewhere) can be viewed again – as per “International Services Group” section. Despite 25 follow-up emails, no response.

Even though Briscoe holds a relevant position for this case, he was not willing to provide such policing 101 level assistance (just 15 minutes effort) – a small act with a potentially large positive impact result! 

Dismissal – Rachael Bambery, Executive Director | Service & Resolutions

On 12 July 2024, emailed Bambery my Police performance complaint. Despite 21 follow-up emails, no response. On 27 May 2025, again “IMPORTANT & URGENT” emailed Bambery my complaint. Despite 29 follow-up (last 18 “BEYOND VERY IMPORTANT & URGENT”) emails (through to 8 November), no response.

Bambery is a member of the Leadership & Capability Group; whose purpose is to ensure Police has the culture, leadership, operational capability & people to succeed in its mission. Bambery leads the Employment Relations team; whose purpose is to provide assistance & guidance to resolve disciplinary matters & employment relations, employment agreement/legislative interpretation queries & manage Early Intervention.

Bambery team’s position descriptions state “Police is committed to taking a holistic & people-centric approach to resolving any complaints or issues that appear to breach our Code of Conduct &/or Values. The Employment Resolutions team’s purpose is to manage & resolve conduct related matters using a values-based framework that allows our people to feel safe to talk, has our people’s hearts & minds at the forefront & supports a high-trust culture”.

(As a 23-years Police veteran) Considering it is Bambery’s entire job to manage/oversee the investigation/review of Police performance complaints, she has to be held accountable for:
– total absence of resolution leadership throughout PNHQ
– a very dysfunctional culture which covers up each other’s misbehaviour & blocks the Public from accessing the escalation process, because they hate all forms of accountability
– even when brought to her direct attention, unwillingness to address a significant performance complaint   

Final Warning – Mike Johnson, Assistant Commissioner

On 15 June 2025, “IMPORTANT & URGENT – Appreciate you bringing my attached complaint to the Direct attention of Richard Chambers” emailed Johnson. Despite 12 follow-up emails (through to 29 September), no indication of action or response from Johnson.

On 3 October, discovered Johnson had applied for Deputy Commissioner role. As outlined in “Mike Pannett – ISG” section – a large part of that role is about protecting & enhancing culture, integrity & reputation of Police; lifting operational performance & service delivery, leadership that… exemplifies integrity, conduct & service to the community; demonstrated sense of ethics in all decisions & actions etc. Yet, (37-years Police veteran) Johnson repeatedly totally ignored my significant Police performance complaint for 3.5 months!

On 4 October, discovered Johnson was 1 of 4 candidates to be interviewed for the 2 Deputy Commissioner roles.

On 5 October, emailed “VERY IMPORTANT (FOR YOU!) –Widespread PNHQ Corruption and Serious Misconduct & Neglect of Duty. I see you applied for Deputy Commissioner role. Its position description states: (as outlined in “Mike Pannett – ISG” section). YET, as below – since 15 June 2025, you have TOTALLY IGNORED my attached Significant complaint about Widespread pnhq Corruption and Serious Misconduct & Neglect of duty!! (For sake of trying to secure Deputy Commissioner position) I look forward to your Confirmation by 8 OCTOBER police are FINALLY starting to investigate my performance complaint 🙂 ” Johnson. Despite 4 follow-up emails (through to 31 October), no response.

This March 2021 research of Police personnel – which concluded values embodied in the Code of Conduct (empathy, integrity, professionalism & respect) were not seen as being modelled by the organization, particularly at a senior level – is still 100% valid 5+ years later!

On 30 July 2025, frustrated with the non-response from Chambers/Office, “IMPORTANT & URGENT: I look forward to chambers TIMELY commitment to follow through on my attached recommended disciplinary actions” emailed these personnel. Despite 13 follow-up emails (through to 27 October), no response.

Again, these senior personnel work in ‘Communications’ units – yet, they still did not do anything to prevent possibility of this complaint being shared with the media or take any action! Again, astonishing these senior personnel have zero interest in protecting the Public reputation of Police.
