This section summaries the absurd Police insinuation they conducted themselves perfectly & I was being unrealistically demanding. It identifies all the opportunities Police had to properly conclude my lodged crime report & (Ministers too) address their performance issues. Had any of these people taken action when I initially contacted them, subsequent PNHQ personal corruption and serious misconduct & neglect of duty would not have been exposed. It is extremely clear where the accountabilities lie – absolutely not with me.
Firstly, MOST IMPORTANTLY
In May 2024, I alone achieved my objective – a proper Europol referral 🙂
– It took me just 3 hours to find out how to get my crime report to Europol, while it took NZ police 8 months to maybe do the exact same thing. (To this day, 4.5 years after lodging my crime report with police, I still do not have confirmation police’s Europol liaison officer actually passed my report onto Europol)
– It took me just 6 business days to receive Europol confirmation they had entered my crime report into their system. 54 months & counting later, I still do not have such confirmation from NZ police – I will never receive such confirmation.
Lodged Crime Report
On 19-21 April 2021, emailed Paul Hamlyn 3 times – including 2 pages letter of my suggestion to progress my case with Interpol Wellington (IW). Hamlyn was also extensively cced & directly addressed in my 2021 escalation efforts. Not once did Hamlyn have the professionalism to respond.
From 16 August 2021, 173 times requested the intervention of Andrew Coster & Jevon McSkimming to get my lodged crime report ‘back on track’ – ZERO response.
The very last email received from Liam Clinton was on 14 October 2021 – “Nothing back yet (from the Europol Financial & Economic Crime Centre) Andrew. I’ll see if our LO (Liaison Officer) can get an ETA on a response”. Without any explanation or pre-warning, I was never again to hear about anything from Clinton!
The only action required of Clinton was to ask their LO “What happened with that Flanagan report – did Europol pursue it or not?”! The LO’s response would have been one of:
1. “Yes, they are pursuing it”
2. “They are not pursuing it as (higher priorities, limited resources, need more evidence…)”
3. “Damn, thanks for the reminder – report is still in my inbox – I haven’t done anything with it, I’m onto it”
If Clinton did ask the question, I suspect LO’s answer was 3. Since 14 October 2021, Clinton & others in ISG would have been in contact about other cases with said LO hundreds/thousands of times – during which they could have also asked the above question!
100% of the accountability/responsibility to resolve my lodged crime report in October/November 2021 lies with Clinton. Clinton merely had to ask Police’s LO the above question & report back to me. Clinton’s refusal to perform this super elementary task has literally cost hundreds of extra hours of needless work for Ombudsman, Police & myself over the last 3.5+ years! Clinton needs to be held accountable/responsible for his serious misconduct & neglect of duty, which extends to personal corruption! Clinton’s dismissal is the only appropriate disciplinary action.
Involvement of Steve Dunn began at that start of 2023. Instead of correcting Clinton’s wrongs; he SHOCKINGLY double-downed on his personal corruption and serious misconduct & neglect of duty! He tried to rewrite history, to portray Clinton’s behavior was fine. He showed zero willingness to hold Clinton accountable in any way!
On 18 January 2023, Jason Guthrie finally responded to my mid 2021 complaint Integrity & Conduct had ‘lost’. My immediate “Your letter glossed over/omitted some key points” 3 pages responding letter reiterated “As I stated in my complaint & first requested on 21 April 2021, my very simple requirement is an appropriate Senior to hamlyn Police member to (repeated suggestion to move forward my case with IW)”. Guthrie did not have the professionalism to respond.
From 14 April 2023, Guthrie ignored my 47 totally justified & reasonable requests (less than 15 minutes task) to provide IW with my 89 pages report for a proper review.
From 2 June 2023, like Guthrie above, Nick Thom totally ignored my 27 requests to provide IW with my 89 pages report for a proper review.
On 5 October 2023, bought to Greg Cramer’s attention Guthrie & Thom’s prolonged misconduct & neglect of duty and requested he very simply refer my case back to IW for a proper review. Despite 23 follow-up emails, zero response.
On 17 December 2023, upon discovering Richard Briscoe is a Cybercrime Investigator – relevant position for my case, sent him the crime report & requested Euro/Interpol or European Police referral. Despite 25 follow-up emails, zero response.
Police Performance Complaint
From 20 September 2023, Jason Guthrie – who claimed to me on 18 January 2023 “Police have a robust escalation process” – ignored my 6 requests to provide the contact & identification details of the Director: Integrity & Conduct i.e. Guthrie blocked my access to that so-called robust escalation process!
10 times from 11 October 2023 to 24 September 2024, Mark Mitchell forwarded my Police performance complaint to Police’s Ministerial Services. 12 times from 20 June 2024 to 4 February 2025, Casey Costello forwarded my Police performance complaint to Police’s Ministerial Services.
While that forwarding was on a “FYI” basis, 22 times neither Private Secretary Minister of Police or Private Secretary Police had the very elementary initiative to bring my complaint to the attention of Andrew Coster nor anybody else appropriate within Police for action &/or response!
On 16 November 2023, started “I am requesting you bring to Andrew Coster’s attention my attached 11 October letter to him” emailing the below personnel. Despite 21 follow-up emails (26 in Bourne, Clausen & Venables cases), not a single indication my letter was brought to his attention or response from any of them.

Despite 2 follow-up emails, no response.
On 30 November 2023, emailed Mike Rusbatch – requesting he follow through on my recommended Clinton, Dunn & Hamlyn disciplinary actions. Despite 10 follow-up emails, zero response.
On 5 October 2023, Luxon’s office forwarded my police performance complaint to Mark Mitchell – for him to address. From 6 October 2023, 71 emails to Mark Mitchell – zero response!
From 8 September 2023, sent the 8 Executive Leadership Team offices 44 emails with subject line “IMPORTANT – Corruption and GROSS misconduct & neglect of duty”. Not a single response from any Office. From 11 October, sent them 32 emails with subject line “Case calling for Resignation of Andrew Coster”. Not a single response from any Office. Not a single indication they made their Manager aware of or delegated even 1 of my emails to any appropriate personnel for their action/response.
On 28 December 2023, emailed Jevon McSkimming – requesting he follow through on my recommended Clinton, Dunn, Guthrie, Hamlyn & Rusbatch disciplinary actions. Despite 33 follow-up emails, zero response.
On 17 January 2024, lodged my Police performance complaint with IPCA. Despite 24 follow-up emails, ccing Chairman & 2 Managers, zero response. On 23 April 2025, relodged my Police performance complaint with IPCA. Despite 37 follow-up emails – last 30 ccing Assurance Manager, CEO, Chairman, Goldsmith & 2 Board members – zero response.
From 26 February 2024, 47 emails to Christopher Luxon – zero response. 25 February 2025 OIA request “What did you do with my 47 requests to bring my performance complaint to the Direct attention of Andrew Coster/Richard Chambers” – overdue since 25 March 2025.
From 15 March 2024, 13 emails to Paul Goldsmith – zero response.
From 20 June 2024, 31 emails to Casey Costello – zero response.
OIA requests to Casey Costello/Mark Mitchell “What did you do with my 12/10 requests to bring my performance complaint to the Direct attention of Andrew Coster/Richard Chambers”. Response “We just ‘fyi’ forwarded them to Ministerial Services Private Secretary Police Minister &/or Private Secretary Police”. 22 times, despite Costello & Mitchell regularly face-to-face meeting Coster or Chambers, they ignored my request to bring my performance complaint to their direct attention!
On 12 July 2024, emailed Rachael Bambery my performance complaint. Despite 21 follow-up emails, zero response. On 27 May 2025, again emailed Bambery my performance complaint. Despite 29 follow-up emails, zero response.
On 13 July 2024, emailed Jill Rogers my performance complaint. Despite 21 follow-up emails, zero response.
On 10 September 2024, emailed Kyle Schaare ““Requesting you bring to Andrew Coster’s attention my attached letter”. Despite 7 follow-up emails, zero response. On 16 August 2025, emailed “IMPORTANT: Appreciate you (as Integrity & Conduct Director) arranging for my attached performance complaint to be investigated/reviewed”. Despite 12 follow-up emails, zero response.
From 20 November 2024, 8 emails to Richard Chambers – zero response. He received a physical copy of my 34 pages complaint on 17 March – despite another 68 follow-up emails, zero indication of action or response. On 28 August, “Police Executive restructure” emailed him. Despite 4 follow-up emails, zero response.
On 31 January 2025, emailed Megan Winch (cced to Andrea Conlan & Lee Hodgson) “I REALLY look forward to your recommendation as to how to directly get my document to Richard Chambers.” Despite 38 follow-up emails, zero response.
On 7 April 2025, “REALLY appreciate you bringing my attached letter to the Direct attention of Police Commissioner Richard Chambers” emailed 4 members of Luxon’s office. Despite 24 follow-up emails, zero response.
On 15 April, “IMPORTANT & URGENT: For the 48th time, I Very Simply request you to bring the attached performance complaint to the Direct attention of the Police Commissioner” emailed Christopher Luxon & Finn Stichbury. Despite 15 follow-up emails, zero response.
On 29 April 2025, emailed Chris Page requesting follow through on my recommended Clinton, Dunn & Hamlyn disciplinary actions. Despite 27 follow-up emails, zero response.
On 11 May 2025, emailed Casey Costello “Phone richard chambers Early this week & say something like ‘On 17 March, you received a courier package from an Andrew Flanagan – it included a 34 pages performance complaint. As he has been unsuccessfully trying since 11 October 2023 for it to be investigated/reviewed, for the love of everybody’s sanity, PLEASE email him Asap’”. Despite 47 follow-up emails, zero response.
On 29 May 2025, emailed Mike Pannett requesting follow through on my recommended Clinton, Dunn & Hamlyn disciplinary actions. Despite 20 follow-up emails, zero response.
On 3 June 2025, “IMPORTANT & URGENT: Widespread PNHQ Personal Corruption and (Serious) Misconduct & Neglect of Duty” emailed Mark Mitchell requesting “- IMMEDIATELY bring my enclosed performance complaint to richard chambers’ attention. – Get Paul Goldsmith to instruct IPCA to investigate my police performance complaint”. Despite 31 follow-up emails, zero response.
On 15 June 2025, “IMPORTANT & URGENT – Appreciate you bringing my attached letter to the Direct attention of Richard Chambers” emailed Mike Johnson. Despite 17 follow-up emails, zero response.
On 20 June 2025, “VERY IMPORTANT & URGENT – Widespread PNHQ Personal Corruption and Serious Misconduct & Neglect of Duty” emailed Jill Rogers & Tusha Penny – insisting Police investigate/review my attached performance complaint. Despite 27 follow-up emails, zero response.

On 30 July 2025, “IMPORTANT & URGENT” emailed Alix Wood, Claire Trevett & Kyle Sherson – requesting “Attached is a performance complaint I have been Unsuccessfully trying since October 2023 (“2023” is Not a typo!) to get police to investigate. I look forward to chambers TIMELY commitment to follow through on my recommended disciplinary actions”. Despite 14 follow-up emails, zero response.
On 28 August 2025, “VERY IMPORTANT & URGENT – Widespread PNHQ Personal Corruption and Serious Misconduct & Neglect of Duty” emailed Christopher Luxon (ccing 4 members of his office) – requesting “For 66th time(!!!), I VERY SIMPLY request you bring my performance complaint to Direct attention of Police Commissioner. I look forward to your confirmation THIS week”. Despite 5 follow-up emails, zero response.
On 5 October 2025, “IMPORTANT: I look forward to your confirmation this week you have arranged for Police to investigate/review my attached performance complaint :)” emailed Andrea Conlan. Despite 3 follow-up responses, no response.

Jevon McSkimming case: There has been a massive failure of police leadership in New Zealand, and a wider inquiry into police culture is needed. Please sign and support this petition so that it can be presented to parliament.
The reasons:
Although former deputy police commissioner Jevon McSkimming pleaded guilty to three representative charges for possessing objectionable material involving child sexual exploitation and bestiality, he avoided jail time and was instead sentenced to nine months home detention. He wasn’t placed on the Child Sex Offender Register. He wasn’t banned from using the internet and was even allowed to slip outside the court backdoor in order to avoid the press.
The IPCA report, released 11 November 2025, outlined “serious misconduct by a number of very senior officers”, including former commissioner Andrew Coster, which it said undermined the integrity of the entire police force.
“Standard processes, including those intended to ensure that allegations against officers are handled with appropriate care and independence, were deliberately bypassed,” the IPCA report said.
A wider inquiry is needed.
