New Zealand Public Service Commission (PSC) are responsible for managing the recruitment process of Police’s Executive Leadership Team.
On 6 March 2025, Public Service Commissioner Brian Roche received his independent review of Deputy Commissioner of Police appointment process report. (Strangely, his media release was not until 11 November – 8 months later)
Roche’s media release states:
– “We take this extremely seriously”
– “Commission responded immediately by strengthening our appointment processes & introducing new safeguards. This has been a wake-up call”
– “This doesn’t absolve us from the need to do better”
– Commission has introduced a number of improvements to strengthen future appointments. “These changes were necessary to maintain public trust in how senior appointments are made”
MERELY LIP SERVICE! PSC’s Deputy Police Commissioners appointment process continued to be appalling irresponsible! Public should not trust PSC’s involement in senior (Police) appointments!
On 2 December, Mark Mitchell appeared in front of the Justice select committee. From the 2 hours 17 minutes mark of this video, he said “I paused that process to make sure PSC double-checked all due diligence was done properly & every avenue was exhausted”. ABSOLUTE RUBBISH! PSC’s Deputy Police Commissioners integrity check process was insufficient/unacceptable, to say the least!
12 times up to 5 Senior PSC personnel totally ignored my very constructive & relevant input!
PSC did not even contact me – as they should have done as part of their integrity check – to determine the credibility of my claims!
I went to CONSIDERABLE effort to try to get the best Deputy Police Commissioner appointments for the Country’s sake – in return, I was TOTALLY IGNORED by PSC!

“To ensure Quality appointments for the sake of the Country, mark mitchell MUST RECUSE himself from the process – No more of his ‘old boys network’ Poor quality appointments…!)
The attached will give you good from-the-Public’s perspective insight into all/most of the likely internal applicants. None of them deserve to be appointed as a new Deputy Commissioner! If they caN’t be trusted with a ‘little’ thing like Very Simply addressing widespread pnhq corruption and serious misconduct & neglect of duty; they caN’t be trusted with ‘bigger’ responsibilities!

Jill Rogers did her colleagues a disservice by ignoring this complaint first time around in July 2024. Then, it was ‘only’ 20 pages in length. Now, it is 39 pages. Rogers’ neglect of duty meant another 19 pages of her colleagues’ corruption and serious misconduct & neglect of duty over an additional year plus was exposed …
IPCA research of police personnel concluded police DEFINITELY have a Tribal culture which values loyalty Over integrity. Rogers (32 years NZ police veteran) & Pannett (44 years) Absence of action with my complaint Reinforce the Validity of that research!
… (& mitchell’s) ‘belief’ there is a leadership talent pool within police is a Myth.
IPCA’s research also concluded:
– police have an autocratic culture based on diversity of thought Intolerance!
– significant number of those in managerial positions have little emotional intelligence & few managerial or people skills!
Even though the research is 4.5 years old, I have Not experienced Anything over that period to indicate any initiatives to address/improve the numerous cultural deficiencies…

The Police values of empathy, integrity, professionalism & respect are Very dear to my heart. It is Extremely important to me I model high conduct standards to my subordinates”.

Recently, rogers has been Assistant Commissioner of Leadership, Talent & Development – responsible for “… all training & development”. As such, rogers has to be held accountable for:

– very dysfunctional culture which covers up each other’s misbehaviour & blocks the Public from accessing the escalation process, because they Hate accountability

“…I started to read (IPCA McSkimming report reference) …, mike pannett & jill rogers Have behaved/conducted themselves in a way which Will bring them & NZ Police into disrepute!
On page 13; it infers mike pannett & jill rogers would have been asked in their interview “Is there anything you need to disclose about your integrity, conduct or behaviour – either past or present – that could bring you or NZ Police into disrepute?”
If answered “No”, they are Not being truthful.
If answered “Yes” & mentioned my complaint, their behaviour is Still Irresponsible!

– “82” is my feedback on chambers’ Executive restructure early this year. After Gutting ‘conduct & integrity’ leadership, chambers is now reviewing conduct & integrity – Really!? …
Always/Very often these reviews do Not include end customers like me – so they are Not truly reflective i.e. personnel will rank their conduct & integrity Higher than customers experience!
As the purpose of police is to Serve the Public, are chambers &/or you ‘brave’ enough to Actively engage me in this review. Yes I will Quite Rightly be a Tough taskmaster – to the Benefit of police & the Public 🙂

Appallingly Irresponsible Recruiters Confirmation!
On 17 December 2025, submitted “copies of all external & internal communications, messages & reports related to my emails between PSC personnel & any other party it has been commented on or discussed with not limited to Police (richard chambers) or government (christopher luxon &/or mark mitchell)” OIA request.
On 30 January 2026, received “Commission has read & noted the contents of your emails. I am refusing your request for copies of “all external & internal communications…” under section 18(e) of the Official Information Act 1982 on the grounds the information requested does not exist” response.
PSC confirmed they had read my repeated warnings & TOTALLY IGNORED them! The Government’s custodians & ‘enforcers’ of high standards of integrity & conduct are anything but themselves!!
Despite all the 2025 police scandals & Mark Mitchell stating the Deputy Police Commissioners integrity checks were extra thorough, PSC still TOTALLY Ignored my Repeated warnings!!
FFS, Police purpose is to serve the Public – yet PSC TOTALLY Ignored the experience of a Public member who has directly dealt extensively with both appointments about a significant police performance issue! PSC’s Deputy Police Commissioners integrity check process was corrupt!!

This article exposed the casualness/sloppiness of PSC’s senior (government personnel) police appointment process!
– “thorough psc vetting process” did not occur with recently appointed statutory Deputy Commissioners!
– it was “clear there were shortcomings in terms of way reference was obtained from Ms Brazier”
– PSC employee had only recently started conducting reference interviews & had done about 15 “for very different roles”!
– PSC commissioned independent review by Miriam Dean KC into its reference checks & probity processes for senior Police appointments such as Deputy Police Commissioners. “PSC accepted in full Dean Review findings & has implemented improvements to strengthen its appointment processes & disclosure requirements” (While continuing to totally ignore my 12 warnings about the recently appointed statutory Deputy Commissioners!)
A Senior public servant missed out on top job after anonymous unresponsive proton email account tip was investigated (Yet, PSC confirmed they read my 12 warnings about the Deputy Police Commissioners & TOTALLY Ignored them – did not even contact me to determine their validity!)

You are amazing with your perseverance but you missed the memo: police purpose is NOT to serve the public. They are the one supposedly public service agency that is NOT for public service. That became the case some years ago now. Look it up.

Shockingly, it currently looks like my Significant police conduct issue won’t be resolved before the election – Despite me Starting the resolution process in October 2023! national, who in 2023 campaigned on being “incredibly serious about law & order” are anything But behind-the-scenes – they are an Embarrassing Mess 🙁
